The Greenbelt Plan is one of four provincial planning documents, including The Growth Plan for the Greater Golden Horseshoe, which establishes how and where development proceeds in support of complete communities and long-term economic development.

Further, the Greenbelt Plan explicitly states it must be read in conjunction with, "...upper-, lower- and single-tier official plans; zoning by-laws; Minister’s zoning orders under the Planning Act as well as other pertinent legislation".
